With in the chair Mr RUSSERY Jean-Paul, 1st Assistant, the Municipal council approves, unanimously, the Administrative Account 2009 - Budget M4 Cleansing, drawn up by Mr JOUANNET Jean-Marie, Maire. He results in:

- a surplus of investment of 5 296,01 €

- a surplus of operation of 3 563,42 €

· Increase in the surtax of cleansing.

Mister the Mayor states that to conclude the project of the future purification plant, it is necessary right now to make a land feasibility study and to call upon a Project superintendent. Within sight of these expenditures in the budget 2010, Mister the Mayor proposes to increase by 11% m3 of the surtax of cleansing.

The municipal council decides to carry the surtax of cleansing of 0,90 € to 1,00 € m3, from July 1, 2010.

· Vote Budget M 4 - Cleansing 2010.

The municipal council decides to adopt the Budget Cleansing 2010 which balances like continuation:

- in section of operation 25.573 €

- in section Investment 85.303 €

· Convention for the mission of technical assistance in the field of water.

Mister the Mayor reads out convention concerning the mission of technical assistance provided by the department, in the field of the collective cleansing.

The municipal council approves the management accounts of the general budget M14 and the M4 cleansing, drawn up by the Rate collector, for 2009.

The results of exercises are the same ones as those of the administrative accounts of the general budget and the cleansing.

· Decisions as regards rate of direct taxation.

The Municipal council, decides to apply an increase of 1% for each of the four direct taxes:

New rate:

- Tax of dwelling 12,61%

- Real estate tax on the built properties 16,20%

- Real estate tax on the undeveloped properties 45,79%

- Professional tax 16,29%

· Vote Primitive Budget 2010 - communal Budget M14.

· Contract of Accompaniment in Employment.

The Mayor explains that in front of work to be carried out in the commune of which the maintenance of the green areas and general cleanliness, it would be advisable to call upon a Contract of Accompaniment in Employment.

The Municipal council, decides to make a Contract of Accompaniment in Employment “Footbridge” from April 6, 2010 for 35 hours a weekly duration and for one 12 months duration.

· Adhesion of the Community of Communes to the Trade union of School transport of St-Martin d' Auxigny.

The Mayor explains that for a few years, several material taught in some of the establishments of the secondary of Vierzon have been moved on Bourges. The pupils were thus obliged to go to Bourges to study.

· Medical approval for the school restoration.

The Members of the Commission of the Communal centre of Social action voted the Primitive Budget 2009 which balances in receipts and expenditure with the sum of    9.100 €
